chore: moved contents to the bottom of the README #2451

Description

currently, the contents are the first thing you see when you go to the repo. However, the average person going to our repo is probably less likely wanting to immediately start navigating through the codebase, and more likely to want to find out things like: our roadmap, releases/version matric, how to contribute, how to report a bug, how to contact the community.

this is just an UX change, i haven't actually touched the content section itself, just moved it to the bottom.


Before we can merge this PR, please make sure that all the following items have been
checked off. If any of the checklist items are not applicable, please leave them but
write a little note why.

  • Targeted PR against correct branch (see CONTRIBUTING.md)
  • Linked to Github issue with discussion and accepted design OR link to spec that describes this work.
  • Code follows the module structure standards.
  • Wrote unit and integration tests
  • Updated relevant documentation (docs/) or specification (x/<module>/spec/)
  • Added relevant godoc comments.
  • Added a relevant changelog entry to the Unreleased section in CHANGELOG.md
  • Re-reviewed Files changed in the Github PR explorer
  • Review Codecov Report in the comment section below once CI passes

I'd be in favor of removing the contents section. I added it initially, but I feel like our repo is decently self explanatory once you click on "modules". It might be better to just add a doc into each directory explaining what the directory contains. Then the readme could just point to maybe "modules" "e2e" and "docs" as being the most relevant
